A standing-room-only crowd turned out for the organizing meeting Tuesday night for Occupy Philadelphia. The group voted to begin protests at 9 a.m. Thursday outside City Hall.
Some protesters plan to camp at the building overnight in the same way protesters in New York are staying on Wall Street around the clock.
A legal representative handed out pamphlets explaining the rights of protesters, who filled a downtown church to discuss the plan.
About 700 protesters were arrested in New York over the weekend as they tried to march over the Brooklyn Bridge.
