The newspaper reports the two were in a 40-foot high bucket when the mobile lift got stuck. When the workers tried to move the lift, it fell onto a concrete walkway across the street around 1 p.m. Thursday.
The Fulton County Medical Examiner's Office says the men fell from the lift. They were taken to Grady Memorial Hospital and later died.
Officials with the U.S. Occupational Health and Safety Administration are investigating.
