Police investigating thefts from two homes learned that both victims employed the man as a dog-walker, and that he had also lived with one of the victims.
According to police, one victim asked the dog-walker to return his house key and the dog-walker arrived wearing an article of the victim's clothing.
Thirty-three-year-old Joseph Francisco has been charged with theft. He was released on $5,000 unsecured bail.
Police are asking for additional victims to contact the New Castle County Police Department.
