Woodrow W. Brown, Jr., 35, of Smyrna, was taken into custody on Thursday.
Police say the investigation began back in October when a 23-year-old Smyrna man went to police to say he was sexually assaulted by Brown between January of 1992 and January of 1995.
The victim said Brown used to babysit him in his Milford home and sexually assaulted him on a number of occasions.
After further investigation detectives learned that Woodrow Brown is a registered Tier II sex offender as part of a conviction in 2009.
He was arrested on Thursday and was held for lack of $300,000.00 secured bail.
The Delaware State Police are asking anyone who may have been contacted by Brown to notify Detective Andrew Goode at Troop 3 at 302-741-2806.
