The incident happened just before 11:30 p.m. Thursday on the 2600 block of Pacific Avenue.
An initial investigation revealed that both women were crossing the road against the signal when they was struck by a car.
The force of the collision threw at least one of the women onto the windshield.
One woman suffered head and leg injuries and remains in critical condition at an area hospital.
The other woman sustained a neck injury and broken bone.
She was alert and talking to police Friday afternoon and is listed stable condition.
Authorities say the driver, identified as Andrew McCorkle, pulled over immediately. He was not impaired but was issued two traffic tickets.
Police say both women are also expected to be ticketed for crossing against the signal.
