Winds are kicking up as New Jersey braces for a nor'easter a week and a half after Sandy devastated the Jersey shore.

Toms River has issued a mandatory evacuation of the Barrier Island at noon. There are voluntary evacuations of low-lying areas on the mainland.

Middletown Township in Monmouth County has issued a mandatory 3 p.m. evacuation from Keansburg to Atlantic Highlands from Route 36 to the bay.

Officials feel Sandy has left the coast more vulnerable to storms. It also has weakened structures and trees.

A winter storm warning also is in effect for snow in Salem, Gloucester, Camden, northwest Burlington counties.
