Mieczyslaw Zwolinski, 60, of the 800 block of Walnut Street in Lansdale, was charged after the incident on December 4th.
According to investigators, Zwolinski was speaking with a neighbor when his dog began to bark.
The neighbor told police that Zwolinski saw the cat in his yard and began to yell expletives at it and kicked it.
The neighbor then said Zwolinski stomped on the cat at least six times as the animal tried to get away.
The owner of the cat, another nearby resident, took the cat to the veterinarian, where it was treated for pain to the ribs and a bleeding cut to its mouth.
Zwolinski will be summoned to court on a later day for the charges against him.
