State police say 24-year-old Cullen Phillips was arrested early Thursday morning after troopers got a tip from Crime Stoppers that Phillips was staying at a home in Harrington.
Police say Phillips opened the door to greet the arriving officers and was taken into custody without incident.
He's been wanted since the Nov. 5 slaying of his stepfather, 46-year-old Clifford Paynter. Police say the two got into an argument and Phillips went to his vehicle and grabbed a rifle. Police say he shot Paynter once in the chest.
Phillips has been charged with first-degree murder and is being held without bail.
