Voters said they were unable to cast ballots at Calvary Chapel in the 1300 block of Philmont Avenue.
An election official on the scene told Action News the church was experiencing power problems.
The church said the problem appeared to be with the voting machines.
The church is the voting location for Danny Alvarez, the Republican candidate for Philadelphia District Attorney.
Alvarez arrived at the location Tuesday morning and when he found he couldn't vote, said he would come back later in the day and try again.
The Committee of 70 election monitoring organization has reportedly been made aware of the situation.
