The shooting happened around 1:00 a.m. on State Street near 10th Street.
An argument between the gunman and two men in their 40's may have sparked the shooting, officials say.
One man was shot in the foot and the second man was shot in the leg.
Both were taken to Cooper Hospital in stable condition.
Police are searching for the shooter.
