It happened near 13th and Market around 4:30 a.m. Thursday.
Police say the trolley hit the man and dragged him about the length of a football field.
The man was taken to the hospital where he was reportedly in stable condition.
SEPTA is on the scene investigating.
Police have not said why they were chasing the man.
