Williams tells WDEL-AM that the plan is modeled after Boston's policing plan.
The mayor says more accountability and more officers improve the chances of curtailing crime. He says with the new plan, officials hope they can flood areas and police officers will be "bumping into each other."
Williams, who plans to meet with the state attorney general on Tuesday, also says an ambassador program that uses ex-convict to connect with potential criminals, has helped get six guns off the street.
