Nicholas Saienni, 29, of the 1400 block of North Clayton Street in Wilmington is charged with 2 counts of indecent exposure.
Police say Saienni exposed himself to female joggers in the park on September 25, 2013 and again on Saturday April 12, 2014.
The victim in the second incident took a picture of the suspect which police made public on Monday.
They say Saienni turned himself in Wednesday afternoon after he was identified as the man in the photograph and investigators contacted him.
Saienni was charged with two counts of indecent exposure and released on $2,000 unsecured bond.
