Minner looks back in state address

DOVER, Del. (AP) -January 17, 2008

The two-term governor told a joint session of the General Assembly that Delaware is healthier, safer, more secure, and the children are better educated than seven years ago.

Minner offered only modest proposals, including expanding a community college scholarship program for promising high school students to include four-year schools and creation of a health disparities registry to help identify health issues among minority and ethnic populations.

Minner offered no specifics on how her administration plans to deal with what she described as "a very tight budget year." She will unveil her proposed fiscal 2009 budget next week.
