The shooting happened about 1:15 Friday morning at the corner of 18th and Morris streets.
The killer shot the victim, 20-year-old Jayliyl Vincent repeatedly.
The wounded man was taken to Hahneman Hospital, where doctors spent almost four hours trying to save his life.
He was pronounced dead a little before five on Friday morning.
Police have not indicated if they have uncovered any motives or suspects.
