Child scalding suspect surrenders

Philadelphia police say a man who was babysitting two 19-month-old boys and allegedly left them in scalding water, giving them second and third degree burns, has turned himself in. Police say Jason Carter, 22, of Philadelphia surrendered around 2:00 p.m. Tuesday.

He was the fiancé of the children's mother, according to authorities.

He allegedly was caring for the twin brothers on March 18th, when he bathed them in the hot water inside a home on the 5800 block of Master Street.

The boys suffered burns over 32% of their bodies. They were treated for the burns at Children's Hospital.

Carter has prior arrests for firearms and weapons offenses and was also wanted for unrelated drug charges, according to police.
