Those affected will have to get new birth certificates because of identity theft concerns.
The problem is that thieves are stealing the certificates and using them to get fraudulent passports, and other identification, like driver's licenses.
Authorities stress that everyone does not need to get a new birth certificate right away, but those who need to conduct government business may apply for the new certificate on or after July 1, 2010. Until that date, all Puerto Rico birth certificates will remain valid.
