Investigators say that at about 11:00 on Tuesday night neighbors saw the man on the 6200 block of West Chester Pike carrying a rifle and talking to himself.
When police arrived, they found the man had gone into his house.
Officers in the West Chester Regional Response Team talked the man, who is in his 30s, into giving himself up.
There are no reports of anyone getting injured.
Police are questioning the man.
