Pa. town notified sex offender is "homeless"

CARLISLE, Pa. (AP) - July 23, 2010

Carlisle police Chief Stephen Margeson says police can't determine what area of town 59-year-old Leroy Malseed Sr. lives in, so they had to inform the entire town. That's because Malseed doesn't provide a street address, although he lists his residence as Carlisle.

Margeson says the loophole makes it difficult for law enforcement.

The Pa. Megan's Law online registry lists Malseed as working in Harrisburg but no specific address is given for his workplace, either.

A Pennsylvania Superior Court decision states that homeless sex offenders are not breaking the law by having no permanent residence.
