27-year-old Howard L. Taylor was arrested on Saturday and is currently being held in Pennsylvania awaiting extradition to Delaware to answer to the charges being brought against him.
Investigators say that on January 28th, 2011, Dover Police began looking into a complaint of child abuse that occurred at Liberty Court Apartments, located along the 1200 block of Walker Road.
The investigation revealed that a child had allegedly been the victim of sexual assault at the hands of Taylor. The assaults occurred between August 2009 and August 2010.
Warrants were then obtained for Rape and numerous other related offenses.
The charges Howard Taylor now faces include Rape 1st Degree, Sexual Abuse Against a Child 1st Degree, Continuous Sexual Abuse of a Child, Unlawful Sexual Contact 1st Degree - 9 Counts, Sexual Abuse Against a Child 2nd Degree - 9 Counts, and Endangering the Welfare of a Child - 10 Counts.
