The shooting happened just before 1:00 a.m. at the intersection of Bank and Morse Street.
The victim, Alexander Quijano Salgado, was shot in the chest and driven in a private car to the hospital, police say.
He was pronounced dead a short time later.
Police are trying to determine a motive.
