Authorities in Bradford say they cited Mike Smith last month because his flags flap into the street, blocking the view of some drivers.
Smith, a Vietnam veteran, says he displayed two U.S. flags, a Prisoner of War flag and a Missing in Action flag for eight years.
The code enforcement officer testified Monday that when he first investigated the issue, the flags outside Smith's store were not American flags, but larger flags that said, "Sale" or "Open."
A district judge fined Smith $50. Smith says the flags will be taken down. He says he hasn't decided whether to appeal.
