It smelled like a toilet.
That's because someone had been peeing in a freight elevator at the IRS' data center there.
An agent used surveillance cameras to confirm it.
Now, a guy named Michael Hicks has been charged.
An IRS worker says she'd interviewed Hicks last year and he admitted peeing in the elevator time after time.
The IRS worker says Hicks did it "because he felt he could get away with it."
It cost $4,600 to clean the elevator.
