Police say Jeremiah H. Michael, 28, of Newark was inside his car as a 26-year-old woman was leaving the store.
As she was getting into her car, police say, she looked into Michael's car and saw him expose himself, touch his genitals, and smile at her.
The woman got in her car and fled the scene, but managed to get the car's license plate number before leaving. She gave that number to police, and officers found and arrested Michael.
He is charged with indecent exposure and was released without bail pending a future court date.
