Fifty-year-old David Rice, of Muddy Creek Township, says he put up the flag at night and didn't realize it was upside-down until a few days ago. He says he's sorry if anybody was offended by it.
State police say a passing motorist was offended and called police Monday. A trooper visited Rice's home and cited him for violating a statute called "committing insults to a national or commonwealth flag."
Rice faces a preliminary hearing Dec. 8 and says he expects to pay a small fine and put the matter to rest.
Flag experts say flying the flag upside-down can be a distress signal. Rice says he didn't mean anything by it.
