Gov. Chris Christie struck the deal to help shore up support for his $29.4 billion budget. It's scheduled for final votes in the Legislature Monday.
Republicans and Democrats balked at the plan to increase fees charged to businesses when they file annual reports and applications for partnerships.
Christie met privately with Assemblyman Michael Carroll on Monday, presumably to convince the Morristown Republican to support the budget. Carroll and Republican Assemblywoman Alison McHose have said they would not vote for it.
Democrats have promised to provide the minimum number of votes to pass the budget - if all Republicans vote yes.
