The incident occurred on the southbound side of Route 611, just past Stump Road, around 2:00 a.m.
Police tell Action News that the driver did stop.
According to Plumstead police, there are no charges at this time.
The victim was a 39-year-old male. His identity has not yet being released. Police say he had ID on him and shows that he was from another country.
