Erosion fed by Hurricane Irene has exposed the garbage that lies beneath the Lambert's Point Golf Club in Norfolk.
The course is built on a landfill that closed in 1980.
City officials say they plan to repair the damage.
But state officials warn if the course isn't fixed soon, it could be declared an open dump.
The Virginian-Pilot newspaper reports the city spent more than $8 million to turn the landfill into a public golf course.
