A man walking his dog in Northeast Philadelphia made a grisly discovery.

He found bags containing the remains of dead animals in Pennypack Park.

The man called police who checked out the bags which were littered in a wooded area near Lexington and Solly avenues.

The SPCA tells Action News that the animals may have been used for a religious sacrifice which is not criminal.

Dumping animal carcasses is illegal and usually results in a small fine

SPCA officials are still investigating the incident
