Phila. Police name suspect in Chinatown buttocks assaults

PHILADELPHIA - May 2, 2012

An arrest warrant has been issued for Melvin Bulls, 24, with addresses listed in the 1300 block of Ridge Avenue, the 1200 block of South Bonsall Street and the 900 block of Hamilton Street.

Police say an anonymous tip led them to Bulls. Police believe Bulls is the man seen in surveillance video recorded the day of both assaults.

The assaults happened on Thursday April 26.

The first happened at 4:55 p.m. Police say a woman left the Chinatown Learning Center and was walking in the 1000 block of Spring Street when a man approached her from behind, touched her buttocks, then fled.

An hour and a half later, at 6:25 p.m. another woman was walking north on 11th Street toward Vine Street when a man walked by her. He then turned, approached her from behind, touched her buttocks, then fled.

Bulls is described as an African-American man, 6'1" tall, weighing 160 pounds.
