Nearly 90 inmates in the D.C. Jail cast absentee ballots this year.

The city's board of elections and the D.C. Jail coordinated the voting effort.

Most states don't actively help inmates vote, but there are exceptions.

In Maine and Vermont, prisoners never lose the ability to vote.
