It happened at 1:00 a.m. Monday at Cardinal Cleaners on Torresdale Avenue near Simon Street.
Police say the driver lost control and slammed into the front of the business, causing about $10,000 worth of damage.
He then fled on foot.
Officers caught up with him some time later.
He is being charged with driving under the influence and other offenses.
