It happened around 5:20 Thursday afternoon on the 5700 block of Newtown Avenue.
Authorities say two men were shot. The victims were dumped in the area and tied up with duct tape.
A man in his 20s was pronounced dead at the scene.
A second man, also in his 20s, was shot in the back, arm and leg but was able to free himself and call police.
He was transported to Albert Einstein in critical but stable condition. Police say he is conscious and able to talk to them.
No arrests have been made. Police are still investigating.
