Allegheny County District Attorney Stephen Zappala says 20-year-old Andre Dyer, of Pittsburgh's Hill District, was arrested Thursday during an undercover drug purchase in Plum Borough.
Detectives also arrested 25-year-old Alfred Collymore, of New Kensington, Westmoreland County. They believe he was Dyer's supplier.
Police say they found the heroin and $1,000 in cash in Dyer's van.
The child's mother and her boyfriend also were arrested. All four suspects are being held on drug charges.
The toddler was released to the custody of other family members.
