The child's mother was at a hospital for a respirator infection and Sewell, her boyfriend, and the baby were with her.
Sewell took the child outside while waiting for the mother to be treated.
Court documents show that security cameras captured images of Sewell carrying the girl past a plastic "smoking area" sign outside a hospital.
The toddler hit her head on the sign, which fell to the ground. Cameras then showed Sewell putting the girl on a wooden bench and her falling to the ground.
The documents show that Sewell and his girlfriend, the child's mother, later noticed that she was not breathing. A doctor concluded that she suffered a traumatic brain injury that was the result of blunt-force trauma. She died after being transferred to a children's hospital.
