Closing arguments start in social workers' trial

PHILADELPHIA - March 1, 2010

Two co-founders of MultiEthnic Behavioral Health Inc. and two employees of the now-defunct social-services company are on trial for allegedly defrauding the city of millions of dollars by failing to make visits to needy families.

Prosecutors say the company submitted paperwork for visits that never happened after 14-year-old Danieal Kelly's maggot-infested body was discovered in 2006. She weighed just 42 pounds when she died.

Other company employees have already pleaded guilty in the scheme. Kelly's mother is serving 20 to 40 years in state prison after pleading guilty to third-degree murder.

Closing arguments began Monday morning.
