Dunsmuir Mayor Peter Arth wants to lease property he owns to a cannabis collective.
He's seeking city council approval for a plan to put greenhouses on his three lots.
Arth himself is a medical marijuana user.
He says allowing the downtown garden will bring pot growing out of the darkness and "into the legal light."
But some on the council are raising security concerns.
The council plans to hear public comments in the pot proposal today.
