Court: Alleged subway attacker incompetent

September 18, 2008 That is the outcome of a hearing this morning for 26-year-old Thomas Scantling of North Philadelphia. He is charged with attempted murder and aggravated assault.

Police say Scantling is the man seen on surveillance video beating 20-year-old Dwayne Taylor with a hammer on a septa train earlier this month.
