Rondo carried the boy down the street, but police say he let the boy go when neighbors who witnessed the incident confronted him. Rondo was arrested when officers arrived a short time later and charged with second-degree kidnapping and second-degree trespassing.
Police say because Rondo was intoxicated when he was arrested, he was not immediately arraigned and bond information was not yet available.
