The family pool in the Harbour Tower is open to minors, but those younger than 16 must be accompanied by an adult.
Harrah's spokeswoman Alyce Parker says she believes no lifeguards on duty, but one of the boy's parents was present.
Police say the family was in Atlantic City on vacation. Their names and the name of the victim were not released.
