Victor, who is from Abington, Pa., is a custodian with the Philadelphia School District. Officials say he has a fetish for women's clothing and is a cross dresser.

Victor is the man who is accused of baring it all during the crimes, but kept his face covered when he turned himself in.

Victor had nothing to say, but his lawyer, Michael Dunn, says his client is ashamed of his behavior.

"He's upset and he's embarrassed. He's apologetic," Dunn said. "Obviously he has some issues to deal with, and he's in the process of dealing with those now. He's going to, upon release, enter a facility so he can deal the issues."

This comes as part of an investigation into two burglaries and an indecent exposure that occured on July 31st just off Old York Road in Abington Township, which is just outside Philadelphia.

Police say it all began when Victor exposed himself to a female victim in that area.

Then, police say, Victor committed the first burglary in an apartment building around 4:45 p.m. A woman saw Victor, police say, and called police.

He then fled the building naked.

Police say the second burglary was believed to have been committed just after the first in a nearby home.

Both residences that were burglarized were also damaged. Police say Victor scrawled obscenities on a mirror in the apartment.

Victor will be charged with criminal mischief, indecent exposure, and two counts of burglary.

The burglary charges are both first-degree felonies.
