Troopers had stopped a car along Belmont Avenue in Wynnefield Heights on Thursday night.
Police told the two people inside, identified as Aaron Faison and Amanda Millisock, to get out.
Police say Faison made a run for it, rushing into traffic on Belmont. So, a trooper fired the TASER.
Faison was taken to a hospital for observation. He and Millisock are both in custody.
Police say they recovered four ounces of cocaine.
