The incident occurred on Sunday, May 9, at Route 926 and Route 82 in East Marlborough Township, Chester County.
The suspect is being described as a male in his 50's to 70's, 6'1"tall, weigh between 160 to 180 pounds, with white hair and wrinkled skin. He was wearing a red cap and yellow coat boots.
The victim was attending the Willowdale Steeplechase event and along with her brother and another male friend went to purchase ice cream when they were approached by the suspect.
The suspect spoke briefly with the victim and grabbed her wrists and ordered her to come with him and began walking away with her. The suspect became frightened by the reactions of the victim's brother and friend and let her go and fled the scene on foot.
