The report was released Tuesday by the Philadelphia Commission on Human Relations. It calls for school officials to improve the climate by reducing language barriers and implementing clear and consistent policies for resolving conflicts. Its recommendations are advisory only.
The commission based its report on testimony from 11 public hearings it held after about 30 Asian students were assaulted at South Philadelphia High School in December 2009.
The school district agreed in December to state and federal oversight for the next 2 1/2 years to address the anti-Asian violence.
District spokeswoman Jamilah Fraser says officials will review the report.
