Colwyn mayor again declares state of emergency

COLWYN, Pa. - May 14, 2012

Colwyn Mayor Daniel Rutland declared a state of emergency on Saturday and put a lieutenant in charge of the borough's police department. That move came less than two weeks after he took similar action only to have his declaration rescinded by the borough council.

Rutland removed three officers, including the acting head of the department, from duty after receiving a report that one officer used a stun gun on a handcuffed teen in a holding cell on April 24.

The Delaware County district attorney is investigating.
