Blankets are blocking their windows and covering their bodies, but even so, 60-year-old Mary Lozo and her granddaughter say they're struggling to keep warm.
They claim they've been without heat at the Millbridge Garden Apartments in Clementon, New Jersey since Saturday.
The persistent bitterly cold temperatures have pushed them to make a dangerous move and use their 350 degree oven as their main source of heat.
"I know it isn't safe. I feel uncomfortable keeping the oven on," Lozo said.
But Lozo says on a tight budget options are limited; maintenance calls have not been answered.
Richard Kozak, another tenant, is also frustrated.
"I called the emergency number every night and nobody even comes here,"
He says he took matters into his own hands.
"I went to police I told them I can't live like this," Kozak said.
And finally, Kosak saw some action this evening.
Action News was onsite when a property maintenance man dropped off a space heater.
Kosak quickly plugged it in, but wishes he didn't have to.
An unidentified woman who answered the property's maintenance line tonight told Action News that the boiler has been fixed and people's heat should slowly return to normal.
It's unclear how many people in the complex have been without heat.
Michael Elmer, his wife, and their two children say the heating system is consistently spotty. Last night the thermostat hit a chilly low of 51 degrees.
"People say 51 isn't that bad. You take a shower and come out and tell me it isn't that bad," Elmer said.
