The discovery was made around 5:30 a.m. at the intersection of North 26th and West Gordon Streets.
Police say the man was found by a 22nd district Philadelphia police officer.
The victim had been shot in the chest and was pronounced dead at the scene.
His name has not been released.
Detectives have not announced a motive for the shooting.
