Wilmington council passes budget, mayor plans veto

WILMINGTON, Del. - May 17, 2013

The council passed the $145 million operating budget Thursday night with a 10-2 vote with one member abstaining. Williams issued a press release confirming plans to veto the budget, citing a city solicitor ruling that the budget was unconstitutional.

Solicitor Michael Migliore issued two opinions finding the council's control of $250,000 in youth funding unconstitutional, but Council President Theo Gregory disagrees.

The council has already scheduled a special session next week to vote again in anticipation of a veto. Gregory says he believes he has the nine votes needed to override a veto.
