Gov. Ruth Ann Minner has ordered a hiring freeze and an expansion of previously mandated budget cuts as her administration begins to come to grips with a serious budget crisis. Administration officials also said Tuesday that layoffs and tax increases may be necessary to come up with a budget for the fiscal year starting July 1.

According to new fiscal forecast released Monday, revenue estimates for the current and new fiscal year are down by $416 million compared to last June. That number includes a $162 million deficit for the current fiscal year.
